Even if you are using a Windows PC to design your website, you do not necessarily have to use a windows-based server to host it, as these issues are not linked, and a Linux-based server will run your files with no problems. However, if you are planning to write scripts or using databases then it will be easier on a computer that uses the same software as your server does.
